PROBLEM TO BE SOLVED: To provide an operation determination apparatus, an operation determination system, an operation determination method, and an operation determination program which can determine an operation close to a judgment which is made based on growth experience and know-how of a plant.SOLUTION: An operation determination apparatus 20 has an image dividing part 22, a growth state judgement part 23, and an operation information determining part 24. The image dividing part 22 divides an image of the plant acquired from a monitoring apparatus 10 into images of each portion. The growth state judgement part 23 judges a growth state for each image of each portion, which is obtained by the division, by using predetermined condition based on feature of the plant.
