A mill with cutters, fitted with a horizontal rotor seated in the body by means of bearings and joined with a drive, whereas the rotor is fitted with moving cutters inclined against the axis plane, and those moving cutters co-operate with other cutters fixed in the body, whereas the moving cutters are located at a small distance from fixed cutters, whereas below the fixed cutters, a strainer is located, characterized in that the rotor consists of a shaft (5), and n >= 1 rotor segments (N1, N2,...Ni) are seated on the shaft, and each segment is fitted with k >= 1 cutters (K1, K2,...Ki), and in each segment, cutters are inclined at the same angle (α1, α2,...αi) against the axis plane, whereas the number of cutters (Ki) in consecutive segments meets the condition (started from the hopper (2): K1 < K2 for i = 2:K1 <= K2 < K3 <...< Ki-1 <= Ki for i > 2,whereas the angle (αi) of inclination of those cutters on consecutive rotor segments numbered by the same method, meets the condition:α1 > α2 for i = 2α1 >= α2 > α3 >...> αi - 1 >= αi for i > 2<IMAGE>
