PURPOSE:To make a power transmitting and cutting out device compact by causing the operation and nonoperation of a brake mechanism to control the rotation of a rotating member for power transmission to an output shaft. CONSTITUTION:A power transmitting and cutting out device 7 has an output shaft 8, a cylindrical rotating member 9, springs 10, steel balls 11 and a disc brake 25 to brake the rotating member 9. The disc brake 25 functions t brake the rotating member 9, and the output shaft 8 compresses the spring 10 to advance in the rotational direction 13 of input, and power transmission to the output shaft 8 is thereby cut out. The radial dimensions of an input shaft and of the output shaft can therefore lessen to wholly make the device compact.
