PURPOSE:To make a guidance on a nearby terminal device which is low in congestion extent when the extent of congestion exceeds a threshold value. CONSTITUTION:The document issue system, which is equipped with plural terminal devices 22 connected to a host computer 21 and issues a desired document through operation on a terminal device 22, is equipped with a human sensor 35 which detects a user standing in front of a terminal device 22, a congestion extent measuring instrument 33 which measures the extent of congestion from the detection state of the human sensor 35, a congestion extent gathering device 34 which obtain the extents of congestion of terminal devices 22 at other places through the host computer when the congestion extent measuring instrument 33 measures the extent of congestion exceeding the predetermined value, checks nearby terminal devices 22 of low congestion, and guides a terminal device 22 meeting the conditions when the terminal device 22 is present, and a document issuing machine 25 which issues the desired document for each of the terminal devices 22. |
