PROBLEM TO BE SOLVED: To provide a data recording and reproducing device capable of retrieving highlight parts of sound data, which are to be recorded on an information recording medium easily and capable of reproducing the highlight parts without giving unnatural feeling to listener. SOLUTION: This device 1 is provided with an arithmetic part 6 converting inputted digital audio data into sound data in accordance with a predetermined format, a recording part 12 recording the sound data on the information recording medium, a control part 5 and an input part 10 specifying highlight parts. At this time, the control part 5 controls the arithmetic part 6 so as to generate reproduction starting time information and reproduction completing time information of the specified highlight parts to control the recording part 12 so as to record the reproduction starting time information and reproduction completing time information on the medium.
