PROBLEM TO BE SOLVED: To manufacture perforated foil efficiently without increase in cost by forming a slit in metal foil by a roll with a cutting blade having a cutting blade on the surface, and rolling a slit metal foil, thereby expanding the slit to be shaped to a hole of a designated shape. SOLUTION: When metal foil 2 is passed by a roll 4 with a rotating cutting blade along a transport path 3, the metal foil 2 is pressed to the roll 4 with a cutting blade by guide rolls 5A, 5B to form plural fine cracks in the surface of the metal foil 2 by plural cutting blades 4a. Secondly, while designated tension is applied to the metal foil 2 having cracks, the metal foil 2 is rolled by a pair of rolling rolls 6, 6. By rolling, the thickness of the foil 2 is reduced so that the metal foil 2 is extended in the longitudinal direction X and deformed. By the elongation and tension at the time of rolling, the cracks of the metal foil 2 are pulled in the longitudinal direction X so that the cracks 2a are opened and formed into elliptical holes. Thus, plural holes in the cross-direction and in the longitudinal direction are formed in the metal foil 2.
