PROBLEM TO BE SOLVED: To save the space by providing a command interpreting means which interprets a command of the file transfer protocol(FTP) and a character string written to a file name field as an instruction to an image input/output device. SOLUTION: Three commands are used which are a file acquisition command, a file sending-out command, and a file name display command of the FTP. When character strings written to the file name fields of those commands start with a necessary symbol, the command interpreting means 102 interprets the commands and character strings. For example, when a user transmits a necessary command and a character string, the command interpreting means 102 generates a property list of image data that the user has the right to access among image data in an image input/output device 110. Then an instruction to be sent to the user is generated and transmitted to an image managing means 105. According to this instruction, the image managing means 105 sends the necessary list to the user.
