PROBLEM TO BE SOLVED: To solve the problems that setting errors increase and it is difficult to change policies of the entire network because the number of polices to be managed increases as the scale of the network becomes larger because of using a policy which does not have a concept that a hierarchy is made according to an application range as shown in topology 120a. SOLUTION: The policies being the rule and constraint conditions for regulating communication quality are hierarchized according to their application ranges and/or contents to be managed, policies of each hierarchy are decided while being accumulated in addition to the configuration of the network and a resources situation to decide each communication path and the concrete parameter of the communication quality, and the communication quality information is converted into a control parameter to be set in each node device.
