PROBLEM TO BE SOLVED: To release congestion control, even if a radio base station control apparatus fails to receive a notification of congestion release from a radio base station apparatus. SOLUTION: The radio base station apparatuses 110, 120 each transmit a periodic report 50 at a predetermined time interval to the radio base station control apparatus 100 after transmission of a notification 20 of congestion occurrence until transmission of notification 30 of congestion release. The apparatus 100 has a congestion avoiding timer 40 completing its operation after a prescribed time lapse from activation. If the apparatus 100 fails to receive a periodic report from the apparatuses 110, 120, it activates the timer 40, and when the timer 40 completes its operation, the apparatus 100 forcibly releases the congestion control.
