PROBLEM TO BE SOLVED: To provide a frequency selecting device in which frequency selectivity can be easily adjusted and which is excellent in the selection performance. SOLUTION: The frequency selecting device includes a plurality of layers, each of which has a plurality of metal conductors 10 that are regularly arranged in an x-y plane, while the layers are arranged at prescribed intervals in z-axis direction. In a frequency range higher than a resonance frequency determined by the shape and the intervals in the arrangement of the metal conductors 10, the frequency selecting device exhibits negative equivalent dielectric constants, and shows the property of total reflection for the electromagnetic waves.
