<P>PROBLEM TO BE SOLVED: To inexpensively provide a flash fixing apparatus which efficiently uses light emission energy of a flash lamp for fixing energy and by which intensity of light with which a recording medium is irradiated does not decrease even when stain occurs in a lamp tube by increase of light emission frequencies and an image forming apparatus using the same by simple structure. <P>SOLUTION: The flash fixing apparatus 20 is characterized by having: the approximately cylindrical lamp tube 21T arranged approximately in parallel with an image formation surface of the recording medium P by non-contact with the recording medium; and trigger wire 21W arranged in the vicinity of the outer surface of the lamp tube 21T along the longitudinal direction of the lamp tube 21T, by making gas in the lamp tube 21T discharge and emit light by applying trigger voltage to the trigger wire 21W and by fixing a toner image formed on the recording medium P by light emission energy of discharge and light emission of the gas.
