PROBLEM TO BE SOLVED: To obtain a predicted wind speed of a predetermined sky position as a working place, and to secure safety in the working place with an average wind speed determined using the predicted wind speed. SOLUTION: A CPU 11 obtains a predicted wind speed in the working place using a predetermined relational expression, based on the wind speed of the sky position measured by a wind speed measurement apparatus 17 and the input of the height of the working place and environmental information with an operation key 14. The CPU 11 calculates the average wind speed in the working place based on the predicted wind speed, and determines whether the average wind speed exceeds a predetermined wind speed where the work is dangerous. The CPU 11 further outputs a buzzer sound as a warning from a buzzer 16 when the average wind speed in the working place exceeds the predetermined wind speed. COPYRIGHT: (C)2007,JPO&INPIT
