<P>PROBLEM TO BE SOLVED: To provide a photography seal formation device for offering service without carrying out useless communications. <P>SOLUTION: A photography seal formation device acquires maintenance information of a server, and the transmission setting is kept ineffective (YES in S71) during the stopping state of the server. If the server is not in a stopping state, a transmission test is performed, and the effectiveness/ineffectiveness of transmission setting is judged (S72-84). In the transmission test, data transmission of the same level as the transmission of photography is performed.
