PROBLEM TO BE SOLVED: To provide a rotary cutter unit capable of being switched between a forming process of a perforated line and a decoupling process of a coupling portion of a package coupling belt in a shorter time than a conventional one, and a filling/packaging device using the rotary cutter unit. SOLUTION: A relative rotary phase between a blade support roller 20 and a blade roller 10 is configured so as to be adjustable. Each of a plurality of blade support surfaces 23-28 are divided into areas of flat surfaces or surfaces having a plurality of grooves extending in a belt shape in a direction of a roller shaft 21 of a blade support roller 20. Contacting areas of the blade supporting surfaces 23-28 to which the blade edges 13 contact are configured to be switchable between the flat surfaces and the surfaces having the plurality of grooves by adjusting the rotary phase.
