PROBLEM TO BE SOLVED: To provide an apparatus for cutting-off a sheetlike member and an apparatus for cutting a sheetlike member, by which apparatuses, faults caused by the separation of circular blade members can be prevented, and further to provide an image forming device. SOLUTION: A cutter mechanism 80 comprises circular blades 80CU, 80CL composing a circular blade pair cutter 80C on cutter roll shafts 80SU, 80SL having rolls 80RU, 80RL thereon. The cutter roll shafts 80SU, 80SL are provided such that the rolls 80RU, 80RL are brought into pressure contact with each other so as to sandwich the carrying passage of a recording paper P, and the cutting edges of the circular blades 80CU, 80CL are overlapped by a required amount. The upper cutter roll shaft 80SU is movable within a range allowable by a supporting hole 1H opened on a chassis side plate 1S. The allowable movement amount Z is set so as not to be larger than the overlapped amount X of the cutting edges of the upper circular blade 80CU and the lower circular blade 80CL.
