A data file download method for reducing a download latency time, and an apparatus thereof and a system thereof are provided to prevent the overload of a distribution server and reduce the download delay time. A download requesting unit(104) requests a necessary program required for the predetermined program driving when the terminal device is driven. A controller(106) downloads the requested essentiality program. A version information processor confirms the version information to the essentiality program or the screen file. A distribution server provides a screen file by financial work and version up necessary program.
