The present invention relates to a float on and float off (FOFO) ship having an air cushion capable of preventing a collision between cargo and a support of the FOFO ship by floating the cargo at a certain height by an air cushion when the FOFO ship is having cargo loaded or unloaded and a method for loading and unloading cargo using the same. The FOFO ship having an air cushion according to the present invention comprises: a ballast tank provided inside the ship and storing ballast water; a support provided in an upper part of the ship and supporting cargo; and an air cushion provided in a space between the supports and expanding in accordance with air injection, wherein the height of the air cushion at maximum expansion is higher than the support, and the cargo on the support at the maximum expansion of the air cushion is supported and floats by the air cushion.
