The present invention relates to a disaster response system based on machine to machine (M2M), which with respect to human disaster having a profound influence on many and unspecified persons and a biotic environment due to a wide range of long-term damage caused by various types of accidents such as diffusion of harmful chemical gas, leakage of crude oil, explosion of plants, and leakage of radiation, continuously checks before an accident occurs based on big data, systematically establishes a management plan of harmful chemicals accompanying high diffusion and high risk, provides the established management plan to residents in a corresponding area, thus minimizing the risk of accidents and providing rapid guidance for reinforcing initial responsiveness even when an accident occurs. The disaster response system comprises: an M2M disaster prevention sensor unit (100) installed in each zone around industrial facility, and generating context information for disaster prevention by zones by sensing situations in each zone around industrial facility; local manager terminals (200) belonging to each zone around industrial facility, in which the M2M disaster prevention sensor unit (100) is installed; and a disaster response server (300) collecting context information for disaster prevention generated in each preset period from the M2M disaster prevention sensor unit (100), analyzing the collected context information for disaster prevention, and transmitting information on a manual regarding response to an abnormal sign before the occurrence of disaster caused by human errors, which indicates a procedure of responding to a predicted accident before the predicted accident occurs, to the local manager terminals (200) when an accident situation is detected. |
