PURPOSE:To improve the reduction in the compression effect when the data quantity after coding is larger than the data quantity before the coding in the picture compression. CONSTITUTION:A picture data 101 is stored in a picture buffer 2, a coded data 102 is stored in a code buffer 4, the data quantity of the data 101 and that of the data 102 are compared at a storage control section 5 and when the code data quantity is smaller than the picture data quantity, a coded data is obtained and when the code data quantity is larger than the picture data quantity, a picture data is obtained. Thus, even when the data quantity after coding is larger than the data quantity before coding, the data compression is not remarkably deteriorated. |
