PURPOSE: To provide an apparatus capable of reducing the production cost by a simple mechanism, obliquely cutting a stem of a seedling at an accurate position and angle and raising the take ratio. CONSTITUTION: This apparatus for producing a grafting seedling is capable of nipping the top and bottom of a stem 1A of a grafting seedling 1 planted in a pot 1B for the grafting seedling 1 with stem conveyors 2, transferring the grafting seedling 1 toward a cutter 3 or nipping the stem 1A with the stem conveyors 2, placing the pot 1B on a pot conveyor 4 and transferring the pot toward the cutter 3. The grafting seedling transferred with the stem conveyors 2 or pot conveyor 4 is cut at a specific position and angle with the cutter arranged in a tilted posture in a passage of the stem 1A.
