The present invention relates to a radio private exchange system for personal communications service and an operating method. In this system, a radio private exchange network is formed as a local area network and local area networks are connected to each other to form a wide area network. This system includes a network manager controlling the communications of local area networks; and a radio private exchange network with plural radio private exchanges and public network. This operating method includes the steps of: when a subscriber sends a signal for calling a portable unit of a first radio private exchange network that comes into a managing area of a second radio private exchange network, confirming the position of the portable unit; if confirming the position of the portable unit, connecting the subscriber to the portable unit's transmission path through the first and second radio private exchange networks and the network manager; and establishing a telephone conversation between the subscriber and the portable unit.
