The radiotelephone uses a smart card (10) to perform access control. The card contains a memory which stores the PIN (121). The memory acts as one input to a comparator (11) which also receives a signal from a transcoder (3) in the terminal (1). The output of the comparator controls the operation of the terminal transceiver (7). The transceiver is also controlled by a comparator (6) which performs comparison of a part (522) of a memory (5) containing subscriber ID data. When the PIN is stored in the card, a virtual PIN known as a user PIN is provided to the user. The user inputs this number from the user and it is transcoded to the PIN and recognised by the card comparator.
