PROBLEM TO BE SOLVED: To provide an aqueous disperse system of polyurethane, exhibiting a good dispersed state, excellent in the balance of mechanical properties, low in smell, and excellent in water resistance, and to provide its manufacturing method. SOLUTION: The aqueous disperse system of polyurethane consists of a polyurethane and a polymer having a hydrophilic group (if the above polymer is a polyurethane, it is not necessary to use a polyurethane not having a hydrophilic group). The system is formed by dispersing the polymer mixture, whose content of urea groups is≤0.3 mmol/g and whose heat of melting determined by DSC method is≤30 mJ/mg, into water, and has an organic solvent content of≤1,000 ppm.
