An apparatus and a method for structuring an IP(Information Provider) identification packet and allocating an IP are provided to prevent IP collision between devices in an initialization process of a network. According to an apparatus for structuring an IP identification packet, a structuring part structures the IP identification packet including an IP address(606) of a device. A first transceiver part broadcasts the IP identification packet to a device on a network in a network initialization process. The IP identification packet is constituted with a number of IP identification packets and is broadcasted sequentially, and the IP address of the device included in the IP identification packets is constituted with addresses divided in a constant length.
