PROBLEM TO BE SOLVED: To provide an image encoding device which highly efficiently performs encoding with small a storage capacity.

SOLUTION: The image encoding device outputs an access pointer to a head position of each unit composed of the prescribed number of blocks when data to be encoded of a predetermined size unit is defined as one block (S130807). Storage capacity required to maintain an access table is thereby reduced in comparison with the case in which the access pointer is recorded at the head position of each block.
