PROBLEM TO BE SOLVED: To provide a travel time calculation device, a program and a recording medium for improving the calculation accuracy of the time variation model of a travel time. SOLUTION: A travel time calculation part 3 calculates the travel time of a vehicle in the predetermined road block of a predetermined time zone based on information acquired from the vehicle who travels in the road section in the time zone. A time variation model calculation part 4 calculates the value of a parameter configuring an NURBS(Non-Uniform Rational B-Spline) curve approximating to the time variation of the travel time based on the travel time and quality information (the number of samples) in each time zone.
