PROBLEM TO BE SOLVED: To provide a device for preventing accretion of ice and snow on a railroad vehicle capable of preventing accretion of ice and snow on a railroad vehicle body, eliminating removing work of ice and snow by a worker, and preventing any delay of train operation. SOLUTION: A wheel of a railroad vehicle is covered on its front and rear sides and its right and left sides by a skirt part 14 of a vehicle body. Since much ice and snow is accreted on an inner surface 14A of the skirt part 14 facing right and left sides of the wheel when the railroad vehicle travels, an ice and snow accretion preventive device 12 for the railroad vehicle is provided on an outer surface 14B located opposite to the inner surface 14A of the skirt part 14. The ice and snow accretion preventive device 12 has a plurality of ultrasonic oscillators 16. The ultrasonic oscillators are attached to the outer surface 14B of the skirt part 14 opposite to the inner surface 14A of the skirt part 14 facing the front and rear sides of the wheel with a space therebetween.
