<p><P>PROBLEM TO BE SOLVED: To improve the speed of entropy-decoding operation. <P>SOLUTION: An arithmetic decoder 1 is an arithmetic decoder for decoding a JPEG 2000-based image and includes an arithmetic decoding portion 2 and a context generator 3, and the arithmetic decoding portion 2 performs arithmetic decoding, according to the input of a data context or a code context. The data context and the code context are a context generated by a bit-modeling computing unit.
