<P>PROBLEM TO BE SOLVED: To smoothly display a business message stored in a television telephone apparatus by the other apparatus. <P>SOLUTION: An instruction to change image qualities (the number of image frames, the number of image colors, and image size) and an instruction to reproduce a business message which have been inputted by a user operating the other apparatus are inputted into a control means 21. The business message reproduced by a business message storing/reproducing means 19 based on the command of the means 21 is inputted into a demultiplexing means 10. A coded image signal demultiplexed in the means 10 is decoded by an image signal decoding means 7 and is inputted into an image signal coding means 5, the inputted signal is coded again with image qualities (the number of image frames, the number of image colors, and image size) different from those in which the signal is stored in the means 19, and the re-coded signal is inputted into a multiplexing means 9.
