Disclosed is a motor pump control apparatus using a phase control which modulates a phase on the basis of a zero cross point of a commercial AC power source and controls an operation of a motor pump. The apparatus of the present invention comprises: an operational panel containing some functional buttons, number buttons and a display and outputting a selection signal in a specific mode among various operation modes of the pump; a zero-cross sensing unit which detects a zero cross point where a polarity of the commercial AC power source is changed and provides the zero cross point to a phase control unit; the phase control unit which determines the phase of the commercial AC power source supplied to the motor pump in order to provide hydraulic pressure corresponding to the specific mode selected by the operational panel on the basis of the zero cross point of the commercial AC power source provided from the zero cross sensing unit; a driving unit which operates a switch unit to modulate the phase of the commercial AC power source according to a control signal of the phase control unit; and the switch unit which is switched according to the signal of the driving unit, modulates the phase of the commercial AC power source and supplies the commercial AC power source with the modulated phase to the motor pump.
