The present invention relates to a device for directly measuring displacement in which the ground is expanded in accordance with moisture supply, in other words, an expansion rate in a site, and a measuring method for the same. According to the present invention, the device for measuring a ground expansion rate includes: a sensor for measuring the displacement of a ground excavated surface by being installed in an excavation space unit formed as the ground is excavated to the lower side of a boundary of the ground to be measured; a conductive body attached to the ground excavated surface; a water spray unit spraying water onto the ground to be measured; and a controller storing a measuring value obtained by the sensor and controlling the sensor by being electrically connected to the sensor. The displacement sensor measures a position change in the conductive body in accordance with the expansion of the ground.
