PROBLEM TO BE SOLVED: To obtain a synthetic gas of H2/CO=2 while avoiding a large-scaled or high-cost plant and to effectively utilize this synthetic gas.

SOLUTION: The method for manufacturing a synthetic gas comprises a combination of a steam reforming reaction and a partial oxidation reaction of a raw material gas by means of a membrane reactor 11 using an oxygen- permeable membrane, and is characterized in that the mole ratio of S(steam)/C, that of O2/C and that of CO2/C are regulated by regulating the quantities of the natural gas, H2O and CO2which are fed into the above membrane reactor 11 and by regulating the quantity of O2which permeates through the oxygen permeable membrane.
