The apparatus has a frame and a carriage assembly. Hydraulic thrust cylinders are employed to raise and lower the carriage assembly relative to the frame. A rotary table supported by the carriage assembly moves up or down with the carriage assembly and can be pivoted about a generally horizontal axis, relative to the frame and carriage assembly.
