PROBLEM TO BE SOLVED: To provide a method and apparatus for treating organic matter- containing water, capable of suppressing the effect of chlorine ions contained in water to be treated to enhance the decomposition capacity of dioxins or the like contained in water to be treated. SOLUTION: A treatment apparatus 100 is equipped with an ozonizer 5 for adding ozone to water W to be treated containing organic matter and chlorine ions, UV irradiation parts 1-3 for irradiating water Wo to be treated to which ozone is added with ultraviolet rays, pH meters H1-H3 for measuring pH values at the discharge parts of the UV irradiation parts and a pH adjusting means for adding a pH control agent A to water Wo to be treated and regulating the addition amount of the pH control agent A on the basis of the pH measured values. By this constitution, a predetermined amount of the pH control agent A is added to water Wo to be treated before UV irradiation so as to hold the pH value of the water Wo to be treated during UV irradiation to a predetermined value on the basis of the pH measured values.
