PURPOSE: To provide a cooling method for steel plate which is cooled in the uniform temp. distribution in the steel plate at the time of cooling with water or water soluble medium by polishing the surface of a roll for rolling, giving the roughness to this roll surface, transferring this roughness to the steel plate surface at the time of hot-rolling and adjusting the roughness of the steel plate surface. CONSTITUTION: The steel plate 2 is rolled with the rolls 3 for rolling while being carried by rolls 1 for carrying. At this time, the surface of the roll 3 for rolling is beforehand adjusted in roughness with a rolling roll surface roughness adjusting device 4. A grinding stone for polishing in the rolling roll surface roughness adjusting device 4 is selected in roughness so as to grind in the range from the convergence value of the roll surface roughness in Rz roughness indication to the convergence value + 5μm. The surface roughness of the rolling roll 3 is transferred to the steel plate 2 surface to change the surface roughness of the steel plate 2. The steel plate 2 with the surface roughness formed in such a way is carried into a cooling device 5 and cooled with the water or the water soluble medium.
