PROBLEM TO BE SOLVED: To utilize a satellite channel effectively by improving the utilizing efficiency of each communication channel. SOLUTION: A main control station 1 allocates a satellite channel to slave control stations 31-3n. The switching control sections 91-9n of the slave control stations 31-3n monitor circuit of channels, that is, monitors frequency changeover from a channel control line 11 to an individual communication line 21 and starts monitoring line connection sequence on the occurrence line switching state revision. The switching control sections 91-9n send information signals such as voice and video image onto an information channel with a channel revision request to channel switching sections 81-8n on the opportunity of detection of final data of the line connection sequence and sends a control signal to a control channel to select a channel for data transmission reception.
