PROBLEM TO BE SOLVED: To effectively restrain a temperature rise in a damper by providing a cooling means for cooling the damper by a coolant when operating the damper. SOLUTION: An emergency stopper 18 is provided with a cooling means 24 for cooling a damper 22 by a coolant when operating the damper 22. In this emergency stopper 18, a governor rope 21 is seized by a speed governor, and when pulling up a lever 19 relative to a car, the damper 22 is pressed to a guide rail 17 by a push spring 23 so that the car is decelerated and stopped by frictional force. When pulling up the lever 19, a valve 28 of the cooling means 24 is opened so that the coolant in a vessel 25 is sprayed on the damper 22 from a nozzle 26. Thus, since the damper 22 is forcedly cooled by the cooling means 24 when operating the emergency stopper 18, melting of the damper 22 by frictional heat can be prevented so that the car can be more surely braked.
