PROBLEM TO BE SOLVED: To provide an encoding device that unnecessitates a circuit for timing adjustment by performing interleaving in a code device that uses an interleaver. SOLUTION: This encoding device for multiplexing data not to be interleaved and data to be interleaved in a prescribed order and outputting the data not to be interleaved and the data to be interleaved, is provided with a storing part 13 for storing input data, an element encoder 11 for performing convolutional encoding of the data not to be interleaved, which is outputted from the storing part, an element encoder 12 for performing convolutional encoding of the data to be interleaved, which is outputted from the storing part, and a multiplying part 14 for selecting and outputting the data X1 not to be interleaved, which is outputted from the storing part, the data X2 not to be interleaved, which is outputted from the encoder 11 and interleaved data X3 which is outputted from the encoder 12 in a prescribed sequence. The storing part includes a sequence address generator 33 and an interleave address generator 34, makes the two address generators 33 and 34 synthesize with the selection timing of the multiplying part 14 and switches the address generators 33 and 34.
