PROBLEM TO BE SOLVED: To control degradation of a covering layer by enabling supply of a plasticizer even if the plasticizer oozes out gradually from a microcapsule after cable arrangement, and the plasticizer in the covering layer volatilizes and decreases with time. SOLUTION: The microcapsule containing the plasticizer is contained in the cable-covering layer. The wall of the film of the microcapsule may be poros. Moreover, the surface part of the covering layer is made to contain many microcapsules, or the covering layer is made into two-layer structure and the outer layer is made to contain microcapsules.
