摘要 <P>PROBLEM TO BE SOLVED: To provide technology of reducing flicker noise without causing an after-image at a low computation complexity by using intra prediction information in a stream so as to adaptively carry out control of post filtering. <P>SOLUTION: A filter control section 105 uses the intra prediction information to switch a temporal/spatial filter in accordance with the size of a block, and determines the characteristic of the temporal/spatial filter by using a temporal change in the intra prediction information. A filter processing section 106 applies the temporal/spatial filter to a decoded image in accordance with the filter characteristic determined by the filter control section 105. The filter processing section 106 thereby applies a strong temporal filter to a region wherein flicker noise is liable to be produced, applies a weak temporal filter to a region wherein the after-image is liable to be produced, and also applies a strong spatial filter to a region wherein a pseudo edge is liable to be produced, at a low computation complexity by using the intra prediction information linked with the characteristic of an original image, thereby realizing flicker reduction without causing the after-image. <P>COPYRIGHT: (C)2006,JPO&NCIPI
