PROBLEM TO BE SOLVED: To suppress an increase in tension when a pullout of roving is shifted from an upper roving roll to a lower roving roll in successively using piled roving loads. SOLUTION: A roving load is stabilized by placing a spacer 12 made of an elastic body between roving packages 1 when piling the packages 1 comprising a roving roll 2 covered with a bag 4, and compressing the spacer 12 when shipping to reduce a distance d between the upper and lower roving packages 1 and 1. When a roving roll in the upper bag 4 is used up and the roving 3 is pulled out from the lower roving roll 2 during the use, the bag 4 is raised by recovery force of the spacer 12 to increase the height e of a passage 14, through which the roving 3 is pulled out.
