PROBLEM TO BE SOLVED: To provide a set-top box in which a user can make a telephone conversation on a TV telephone even without operating a monitor.

SOLUTION: When there is a call termination request from a party via an IP network 4 or when there is a call origination request from a slave unit 2, an STB 1 powers on a TV 3. Therefore, the user can make a telephone conversation on the TV telephone even without operating the TV 3.
