PROBLEM TO BE SOLVED: To provide a call control system, a communication terminal, a scale value data storage device, and a program which achieve sure reduction in the number of nuisance calls to be originated without troubling a user. SOLUTION: A call control system 1 is equipped with a communication control portion 52 which controls calls of telephone sets 2, 3a so that the telephone set 3a receives call origination data transmitted by the telephone set 2. The system includes: a calling terminal evaluation portion which is provided in the telephone set 3a and calculates an evaluation point of the telephone set 2; a scale point data storage portion 43 for storing a scale point of the telephone set 2; a scale point data updating portion 44 for increasing and decreasing the scale point of the telephone set 2 based on the evaluation point of the telephone set 2; and a calling penalty storage portion 55 which stores calling penalty data regarding a plurality of stages provided for the scale point of the telephone set 2. On the basis of the scale point of the telephone set 2, the communication control portion 52 extracts calling penalty data stored in the calling penalty storage portion 55 and imparts the calling penalty to call origination data transmitted by the telephone set 2.
