PROBLEM TO BE SOLVED: To obtain a packet added with time information corresponding to a transmission protocol. SOLUTION: An MPEG4 stream STM1 from an encoder 101 is supplied to a packeting device 102A, and converted into an MPEG2-PES packet. Then, the stream STM2 of the MPEG2-PES packet is supplied to a multiplexing device 103, and an MPEG2-TS type stream STM3 is outputted. In the packeting device 102, a header is detected from the MPEG4 stream STM1, the header is analyzed, prescribed information is detected from a Video- Object- Layer header and a Video- Object- Plane header, the time information of an ESCR, DTS, and PTS is generated by using the information; and an ESCR initial value from the outside. Then, a PES header into which the time information is inserted is generated. In this packeting device 102, the generated PES header is added to every 1AU of the inputted MPEG4 stream STM1 so that the MPEG 2-PES packets can be successively constituted, and that the steam STM2 can be outputted.
