PURPOSE:To attain high speed coding processing by applying parallel processing to the coding from the head line and the last line of a page by means of two coders. CONSTITUTION:The 1st coder 1 codes sequentially a picture signal A in a page 10 from the head scanning line 1 and the 2nd coder 2 codes sequentially a picture signal B in the page 10 from the last scanning line 1. When a control section 5 detects that the sum of a coded line (n) by the coder 1 and a coded line (m) by the coder 2 reaches the total scanning line number (l) in the page 10, (n+m=l), the coding processing as to the page 10 by the coders 1, 2 is finished. As a result, in comparison with the coding from the head line, the method processing from both the line direction has a half processing time.
