PURPOSE:To remarkably extend the time required for recording and reproducing by recording and reproducing data in a state that an optical system head is rotated and an optical card is fixed and linearly moving the optical card or the optical system head to move tracks. CONSTITUTION:An optical system head 10 is rotated at a constant angular speed omega on a circle, which has a rotary radius (r) from a rotary shaft L and is so set that a light beam 11 is rotated with the radius (r). An optical card 20 is so set that its moving direction is orthogonal to the rotary shaft L and an optical recording medium 21 is perpendicular to the irradiation direction of the light beam 11. When the optical system head 10 is rotated and the optical recording medium 21 is fixed and the laser beam is projected to the optical recording medium 21 of the optical card 20 in such state, pits 22 are formed at the time of recording by turning-on/off of the laser beam. The diameter of pits is 10-1mum and the intervals of pits are 10-1mum, and a track 23 is formed by gathering of pits.
