PURPOSE:To attain quick countermeasures by receiving a text missing on its way due to permanent collision, using a decoding means so as to decode an its own station address at the head part by a decoding means and displaying it on a display means thereby discriminating an address being a cause to disabled communication. CONSTITUTION:A reception means 6 of a communication supervisory means 5 is connected to a power line carrier 1 and intercepts a communication signal. The decoding means 7 decodes an intercepted signal where the own station address part exists as the communication text and the next opposite station address or the next data part does not exist, that is, the signal given from terminal equipments of plural same own station addresses, and a display means 8 displays the decoded own station address. Thus, the permanent collision of two sets of adaptors A3a, B3b is recognized by recognizing the own station address to quicken the countermeasures.
