PROBLEM TO BE SOLVED: To provide a film electrode assembly for a high polymer film fuel cell characterized according to a high proton conductivity and high efficiency. SOLUTION: It relates to the film electrode assembly of the fuel cell in which electrochemical characteristic including an ion exchange high polymer of the latest technology and a gas diffusion electrode of the latest technology is reformed by addition of hydrophilic ingredient arranged in accordance with one side of the interface of an electrode or both sides and/or one side on the membranous external surface. Such the film electrode assembly which has reformed is suitable for the operation in the level of relative humidity lower than saturation, such as in existence of a small amount of carbon monoxide contained in fuel or other contaminants, even in a low temperature like 100 deg.C, or further in middle temperature level (100 to 160 deg.C), and it is characterized according to high proton conductivity and high efficiency.
