<p>PURPOSE: To view even a scrambled program to a degree of grasping the content of the program without subjecting it to descrambling. CONSTITUTION: An HDTV signal is converted into an encode signal with three stages of resolution by compression layer encoders 12-14, and an MPEG 2 system layer circuit 15 applies hierarchical processing to the signal and the result is broadcast. In the system above, scramble processing circuits 152, 154 in the MPEG 2 system layer circuit 15 apply scrambling to the higher layer encode signal, and descramble processing circuits 332, 334 in the MPEG 2 system layer circuit 133 apply descramble processing to the encode signal scrambled by the receiver side and decoded for display, and the low layer encode signal of SNR hierarchical processing is decoded for display without descramble processing.</p> |
