PROBLEM TO BE SOLVED: To provide a comfortable noise generator capable of replacing a voiceless period with an ambient noise for a remote interactive person. SOLUTION: This device is provided with gain limited channels 30, 40 for performing filtering processing of a Gauss noise. By previously determining the energy characteristic of a signal field and previously estimating a filter coefficient, the weights of gain offset of the channels are determined. The quality on a listener's side is clearly improved. This device is utilized for a voice encoder in a telephone and a low bit rate video telephone system.
